650 on the 2nd and 3rd time. Should I retake?

So I took the GMAT three times now and my scores are:

1st - 39Q 34V Overall 610
2nd - 49Q 29V Overall 650
3rd - 47Q 33V Overall 650

So the thing is on my third attempt, I ran out of time on the last question in the quant section. I had 3 mins remaining and I was solving the last question and after working on it for some time, I looked at the clock again and had about 10 seconds left.
